The importance of participating in the Second EU-CELAC Civil Society Forum, to make our voice heard

Why is the EU-CELAC Civil Society Forum important?
In June this year the Second Summit of Heads of State and Government from Europe and Latin America and the Caribbean will take place in Brussels. This Summit is held every two years and is the highest level event between these two regions. At the end of the Summit, a Declaration and Plan of Action will be signed, which will guide bi-regional political relations between the EU and CELAC.
That is why Civil Society Organisations are organizing the EU-CELAC Civil Society Forum (CSF), which will take place on 19 and 20 March in Brussels with the participation of civil society representatives from both regions.
The EU-CELAC CSF will feature more than 100 participants, including representatives from over 50 organisations from Latin America and the Caribbean, and from many different European countries. This is a major event for civil society interested in EU-CELAC bi-regional relations and will offer an important opportunity to discuss, exchange and decide on joint actions for the Summit but also for other major upcoming international processes, such as the New York conference on the post-MDG and COP21 in Paris.
The EU-CELAC CSF will discuss for two days the most pressing issues facing societies in both regions, as well as the state of bi-regional relations. Organisations will be considering major issues during the event, such as how to promote socioeconomic equality in CELAC and the EU, with bi-regional relations that promote human rights and welfare, and how to promote democracy and citizen participation.
Another key objective of the Forum will be to discuss and adopt a political declaration by the participating organisations. This statement will send a strong message from civil society to the Heads of State and Government ahead of the Summit, calling upon them to take into account key issues for society in both regions. The statement will also serve as an advocacy instrument for civil society organisations with our governments and institutions in both regions.
Who is organising the forum?
The EU-CELAC Civil Society Forum is being organised by CONCORD and its partner in Latin America, MESA DE ARTICULACIÓN. Members of the two platforms have been actively participating to prepare the event. The European Commission is financing the forum. In addition to the CSF, other related events will be taking place in the coming months, such as the EU-CELAC Trade Union Forum, Academic Forum and Business Forum, where different actors will be able to express their voices ahead of the Summit.

La importancia de participar en el II Foro de Organizaciones de la Sociedad Civil UE-CELAC para hacer escuchar nuestra voz
Julieta González, Oficial de incidencia para América Central en la organización ACT Alianza UE, parte de CONCORD. Está colaborando en la organización del II Foro de la Sociedad Civil UE-CELAC el 19-20 de marzo en Bruselas.
¿Por qué es importante el foro de la Sociedad Civil UE-CELAC?
En Junio de este año tendrá lugar en Bruselas la II Cumbre de los y las Jefes de Estado y Gobierno de Europa y América Latina y El Caribe. Se celebra bianualmente y representa el evento de más alto nivel entre estas dos regiones. Al final de la misma se firma una Declaración y un Plan de Acción, documentos que guían las relaciones políticas birregionales entre la UE y CELAC.
Así, en el marco de la cumbre las Organizaciones de la Sociedad Civil estamos organizando el Foro de la Sociedad Civil UE-CELAC, que tendrá lugar los días 19 y 20 de marzo en Bruselas y en el que participaremos representantes de la sociedad civil de ambas regiones.
El FSC UE-CELAC contará con más de 100 participantes. De ellos, vendrán representantes de más de 50 organizaciones de América Latina y el Caribe, además de otras tantas de los diferentes países de Europa. Se trata, por lo tanto, de un evento de gran envergadura para la sociedad civil interesada en las relaciones birregionales UE-CELAC y será un momento importantísimo para debatir, intercambiar y decidir acciones conjuntas de cara a la Cumbre pero también de cara a otros procesos internacionales de mayor importancia que están por venir, como la conferencia de Nueva York sobre los post-ODM y la COP21 de París.
En este FSC UE-CELAC discutiremos durante dos días las cuestiones más acuciantes que enfrentan las sociedades de ambas regiones, así como el estado de las relaciones birregionales. Se tratará de pensar en común cómo promover en CELAC y UE sociedades que favorezcan la igualdad socio económica, unas relaciones birregionales que impulsen los derechos humanos y el bienestar de las poblaciones y cómo promover la democracia y participación ciudadana, temas estos principales para el evento.
Asimismo, otro de los objetivos fundamentales del Foro va a ser la discusión y aprobación de una declaración política por parte de las organizaciones participantes. Esta declaración será un mensaje fuerte desde la sociedad civil a la los y las Jefes de Estado y Gobierno de cara a la Cumbre para que tengan en cuenta cuestiones fundamentales para las sociedades de ambas regiones. Para nosotros como organizaciones de la sociedad civil la declaración será además un instrumento que nos servirá para realizar incidencia hacia nuestros gobiernos e instituciones de ambas regiones.
¿Quiénes organizan el foro?
El Foro de la Sociedad Civil UE-CELAC está organizado por CONCORD y por MESA de Articulación, su homólogo en América Latina. Está siendo un duro esfuerzo de preparación en donde miembros de las dos Plataformas están participando activamente. La comisión Europea es la encargada de financiar el foro Además del FSC se celebrarán otros eventos vinculados en los próximos meses, como el Foro Sindical UE-CELAC, el académico o el empresarial, donde los diferentes actores expresarán sus voces de cara a la Cumbre.
