As the discussions around the 11th European Development Fund are advancing, CONCORD shared its position on the future of EU-ACP cooperation for 2014-2020. The main issues under discussion, which are the proposed budget and the integration of the EDF into the EU budget, are presented in this paper.

CONCORD calls for the inclusion of all stakeholders including CSOs from European and ACP countries in the process of revising the CPA. Civil Society considers the CPA must remain the framework of the new EDF. The implementation of any revised policy orientation adopted with the Agenda for Change must not only be fully consistent with the CPA, but also incorporate the following key principles and elements:

  • Differentiation
  • Concentration and Division of Labour
  • Innovative financial instruments/Blending
  • Flexibility
  • Programming
