Javier García de la Oliva is a seasoned international development leader with more than 25 years of experience advancing social justice, human rights, and sustainable development across Europe, Latin America, Africa, and the Caribbean. As Regional Head for Europe and the Americas at ActionAid International, he leads diverse teams and country programs, driving strategic initiatives that strengthen civil society, influence public policy, and create lasting impact for communities around the world.
Throughout his career, Javier has held senior leadership roles spanning regional management, country representation, program development, resource mobilisation, advocacy, and campaigning. He has worked extensively across Bolivia, Peru, Ecuador, Nicaragua, Honduras, and Mozambique, building partnerships with governments, civil society organizations, international donors, and grassroots movements to deliver transformative development outcomes and promote locally led change.
An economist by training, Javier combines strategic vision with deep field experience and a collaborative leadership style. Known for his ability to build consensus across cultures and sectors, he brings a global perspective and an unwavering commitment to advancing equitable, people-centered development and strengthening the role of civil society in shaping a more just and sustainable future.
