CONCORD analysis of the Critical Raw Materials (CRM) Act’s Impact Assessment: Advancing Policy Coherence for Sustainable Development
This paper presents an in-depth analysis of the European Commission’s ex-ante impact assessment accompanying the EU Critical Raw Materials (CRM) Act. The study evaluates the impact assessment’s compliance with the principle of Policy Coherence for Sustainable Development (PCSD) and its adherence to the EU’s Better Regulation framework.
Key findings include:
- Lack of meaningful stakeholder engagement;
- Weak integration of the Sustainable Development Goals;
- Potential policy incoherence.
The current assessment approach risks undermining the European Union’s commitments to sustainable development while perpetuating harmful practices in resource-rich countries in the Majority World. Robust, evidence-based, and community-driven impact assessments are essential for crafting policies that advance sustainable development and benefit both the EU and the global community.
