GENERAL FRAMEWORK: SPANISH PRESIDENCY OF THE COUNCIL OF THE EUROPEAN UNION PROJECT
Spain assumes the Presidency of the Council of the European Union (EU) at a key moment in which it is more urgent than ever to adopt political decisions that respond to the multiple global crises (democratic, social, environmental, humanitarian, food, energy, etc.) inside and outside Europe, putting people and the planet at the centre.
It is in this context that the Spanish Presidency of the Council of the EU project takes place, led by La Coordinadora, whose main objective is to raise awareness and influence the actions carried out by the EU to achieve the objectives set out in the 2030 Agenda and its contribution to achieving a more egalitarian, inclusive, green and feminist future.
This project, which is financially supported by the European Commission, is implemented in coordination with CONCORD Europe and the national NGO platforms of the countries that will hold the Presidency of the Council of the European Union.

This initiative seeks to take advantage of this historic opportunity, coupled with the upcoming European elections in 2024, in order to contribute to achieving the 2030 Agenda and to lead the reconversion of our societies, inside and outside the EU, through a triple just transition -ecological, socio-economic and digital- from human rights-based, decolonial feminist and intersectional approaches, and policy coherence for sustainable development.
GENERAL OBJECTIVE OF THE CONSULTANCY AND SCOPE OF WORK
In order to deepen the analysis of feminist policies in the EU and Latin America and the Caribbean, as well as to extract lessons and recommendations to guide their policies in terms of integrated care systems from the proposals of feminist economics, the Coordinadora requires contracting a specialised study to carry out a comparative analysis of the implementation or proposals for comprehensive care systems in a total of 3 countries in the European Union and 3 in Latin America and the Caribbean, as part of the advancement of the 2030 Agenda and the construction of egalitarian, inclusive and sustainable societies and, at the same time, to issue recommendations to promote fairer and more inclusive comprehensive care systems in both regions and strengthen the participation of key actors in these systems from international cooperation for development at national and supranational level (EU, CELAC, MERCOSUR, etc. ). Human rights-based, intersectional feminist and decolonial, ecological and policy coherence approaches to sustainable development will be cross-cutting throughout the study.
