Contracting of a research consultancy: Study on transitions in EU member states from a Policy Coherence for Sustainable Development approach

GENERAL FRAMEWORK: SPANISH PRESIDENCY OF THE COUNCIL OF THE EUROPEAN UNION PROJECT

Spain assumes the Presidency of the Council of the European Union (EU) at a key moment in which it is more urgent than ever to adopt political decisions that respond to the multiple global crises (democratic, social, environmental, humanitarian, food, energy, etc.) inside and outside Europe, putting people and the planet at the centre.

It is in this context that the Spanish Presidency of the Council of the EU project takes place, led by La Coordinadora, whose main objective is to raise awareness and influence the actions carried out by the EU to achieve the objectives set out in the 2030 Agenda and its contribution to achieving a more egalitarian, inclusive, green and feminist future.

This project, which is financially supported by the European Commission, is implemented in coordination with CONCORD Europe and the national NGO platforms of the countries that will hold the Presidency of the Council of the European Union.

This initiative seeks to take advantage of this historic opportunity, coupled with the upcoming European elections in 2024, in order to contribute to achieving the 2030 Agenda and to lead the reconversion of our societies, inside and outside the EU, through a triple just transition -ecological, socio-economic and digital- from human rights-based, decolonial feminist and intersectional approaches, and policy coherence for sustainable development.

OVERALL OBJECTIVE OF THE CONSULTANCY AND SCOPE OF WORK

With the aim of enriching the analysis of policy coherence for sustainable development at the European level, as well as extracting lessons and recommendations for the formulation of public policies in this area, the Coordinator requires the contracting of a study to:

  • Carry out a quantitative and qualitative analysis at European level based on the application of the Coherence Index 2023 in the policies of the 27 Member States of the European Union, which also includes a specific chapter on the European model of international development cooperation policy based on the approach taken by the Index itself in this regard.
  • Issue recommendations for action aimed at influencing European policies to be more consistent with human rights, democracy and democracy. coherent with human rights, sustainable development and the protection of the planet, especially in the field of cooperation.
